Important — What Changed in 2021

2021 Labour Reforms — Exit Visa Rules Changed

Since the 2021 Saudi labour reforms most private sector expat workers can now self-issue an exit re-entry visa through Absher without any employer approval — after completing 90 days of employment. This was a major change from the old system where employers controlled all exit permissions.

However Final Exit visa is different — it still requires employer action through Absher Business. The 2021 reforms did not change this. Final Exit must always come from your sponsor because it permanently cancels your iqama and residency.

What Is a Final Exit Visa?

A Final Exit visa is the official permission to permanently leave Saudi Arabia as a resident worker. Unlike an exit re-entry visa which allows you to leave and come back, a Final Exit visa permanently cancels your iqama (residency permit) and your work permit.

Once you use a Final Exit visa and leave the Kingdom you are no longer a Saudi resident. To return to work in Saudi Arabia you will need to go through the full visa application process again from your home country with a new employer sponsoring you.

🚨 This Is Irreversible: Once you pass through Saudi airport immigration on a Final Exit visa your iqama is cancelled immediately and permanently. There is no way to undo this. If you have any intention of returning to work in Saudi Arabia confirm with HR exactly which type of exit visa is being issued before you travel.

Final Exit vs Exit Re-entry — The Critical Difference

Understanding which visa you have is essential. Many expats have accidentally used a Final Exit when they intended to go on vacation and return.

Before You Start — Complete This Checklist First

Most expats make the critical mistake of rushing the Final Exit process without securing everything they are owed. Once you leave Saudi Arabia getting money from a former employer becomes very difficult. Complete this entire checklist before requesting Final Exit:

Calculate and receive full EOSB Use our EOSB Calculator to know exactly what you are owed before accepting any payment
Receive final month salary Your last partial month must be paid proportionally — count exact days worked
Receive all pending leave encashment Every unused annual leave day must be paid out — check your leave balance carefully
Receive air ticket or cash equivalent If your contract includes a repatriation air ticket confirm it is provided or cash equivalent paid
Collect your original passport Your employer must return your original passport — holding it is illegal. Demand it back before signing anything
Request experience/service certificate Get a formal experience certificate before leaving — very useful for future employment
Handle dependents on your iqama If family members are on your iqama arrange their exit or transfer before your Final Exit — see dependents section below
Clear Saudi personal debts Bank loans, car loans or any Saudi financial obligations should be settled before exit to avoid complications
Verify total settlement amount Use our Final Settlement Calculator to verify the total before signing anything
⚠️ Critical: Never sign your final settlement, clearance paper or any document your employer puts in front of you until every riyal has physically landed in your bank account. Once you sign it is extremely difficult to claim anything further — even through HRSD.

Step-by-Step Final Exit Process

Once you have completed the checklist above and are ready to leave — here is the exact process:

1

End Employment Formally — In Writing

Your employment must formally end before a Final Exit can be issued. This means either your contract expired, you submitted a formal resignation letter, or the employer terminated you. Always do this in writing and keep a copy. Verbal agreements do not protect you.

2

Complete Company Clearance Process

Most companies require a clearance process — different departments sign off that you have no outstanding obligations such as returned company equipment, ID cards, access cards, company SIM cards and no pending company loans. Complete this process but do NOT sign the final settlement document until all money is received.

3

Receive All Financial Dues in Your Bank Account

EOSB, final salary, pending leave encashment, air ticket allowance — all of this must be confirmed in your bank account before you sign anything. Bank transfer confirmation is your proof. Use our Final Settlement Calculator to verify the total. If amounts are short raise it in writing to HR immediately before signing.

4

Sign Final Settlement and Clearance — After Payment Only

Only after every payment is confirmed in your bank account sign the final settlement document. Keep a signed copy of everything. This officially confirms you have received your dues and releases the employer from further financial obligations. Do not sign under pressure or promises of payment "tomorrow."

5

Request Employer to Issue Final Exit via Absher Business

Ask HR to issue the Final Exit visa through Absher Business. Once the employer processes it through their Absher Business portal it is usually reflected within a few hours to 24 hours. Administratively it takes them minutes to issue — if they are delaying it is intentional.

6

Verify Final Exit on Your Absher App

Before heading to the airport verify the Final Exit is active and correctly issued on your Absher app. Go to My Services → Residency → Exit Visa Status. Check the issue date and confirm the 60-day validity period. Do not travel without personally confirming this on Absher.

7

Book Your Flight Within the 60-Day Window

Book your flight for any date within the 60-day validity of the Final Exit visa. There is no separate process at the ticket booking stage — just ensure your passport is valid and the Final Exit is showing correctly on Absher before booking.

8

Airport Departure — What Happens

At the airport your passport and iqama are scanned at immigration. The system automatically detects the Final Exit and processes your departure. Your iqama is cancelled in the system at this point. You receive an exit stamp in your passport. Keep your passport with the Saudi exit stamp — it is official proof of your legal departure.

✅ Once Through Immigration: Once you pass through Saudi airport immigration on a Final Exit your iqama is officially and permanently cancelled. The exit stamp in your passport is your legal proof of departure. Keep it safe.

What If Employer Refuses to Issue Final Exit?

This unfortunately happens. Some employers use the Final Exit as leverage — refusing to issue it unless you agree to waive dues, sign documents under pressure or accept underpayment. This is illegal under Saudi Labour Law.

Under the updated Saudi labour mobility rules an employer cannot hold you in the country against your will. Here is exactly what to do:

Final Exit and Dependents

If your spouse, children or other family members are on your iqama as dependents you must arrange their situation before processing your own Final Exit. Once your iqama is cancelled their status becomes irregular immediately.

⚠️ Do Not Forget Dependents: Never process your Final Exit while dependents are still on your iqama without first arranging their exit or transfer. Once your iqama is cancelled their residency becomes immediately irregular and they face overstay fines and potential deportation.

Final Exit Visa Validity — 60 Days

The Final Exit visa is valid for 60 days from the date it is issued. If you do not exit within 60 days the visa expires. Once expired your employer must issue a new one — contact HR immediately if this happens.

If your Final Exit expires and you remain in Saudi Arabia without a valid status you begin accumulating iqama overstay fines at SAR 100 per day. Do not delay travel once a Final Exit is issued. Book your flight promptly.

Documents to Keep Before You Board

Before boarding your final flight scan or photograph all of these documents. Once you are home getting copies from Saudi Arabia becomes very difficult and sometimes impossible:

Employment Contract (Arabic + English)
All Payslips (last 12 months minimum)
Final Settlement Document (signed copy)
Experience / Service Certificate
Iqama Card (keep for your records)
Passport with Saudi Exit Stamp
EOSB Payment Bank Transfer Receipt
Resignation / Termination Letter

Frequently Asked Questions

Can I apply for a Final Exit myself without my employer?

No — Final Exit must be issued by your employer through Absher Business. Unlike exit re-entry visas which you can self-issue since the 2021 reforms, Final Exit always requires employer action because it permanently cancels your iqama. If your employer refuses file a complaint at HRSD at hrsd.gov.sa or call 19911 — HRSD can intervene and force the employer to issue it.

How long does it take for the employer to issue Final Exit?

Once the employer processes it through Absher Business it is reflected in the system within a few hours to 24 hours. The actual issuance takes the employer only minutes. If your employer is taking days without explanation the delay is intentional — escalate to HRSD immediately rather than waiting passively.

Can I return to Saudi Arabia after Final Exit?

Yes but not on the same iqama — it is cancelled permanently. To return to work in Saudi Arabia you need a completely new work visa sponsored by a new employer. You must apply from your home country. Tourist visas are available separately and do not require employer sponsorship.

What happens if my Final Exit visa expires before I travel?

Contact your employer HR immediately to reissue the Final Exit. While it is expired you are technically in an irregular residency status and accumulating overstay fines at SAR 100 per day. Most employers will reissue without difficulty if it is a genuine situation. Do not attempt to travel on an expired Final Exit — you will be stopped at immigration.

Do I need to go to the Jawazat office for Final Exit?

No — the entire Final Exit process is done electronically through Absher Business by your employer. You do not need to visit Jawazat or any government office. Just verify the Final Exit is active on your Absher app and show up at the airport on your departure date. The immigration system processes everything automatically.

My employer paid EOSB but the amount is less than what I calculated. Should I still take Final Exit?

This is a personal decision — but here is the practical reality: once you leave Saudi Arabia filing a claim against your employer from abroad is significantly harder. If the difference is substantial file an HRSD complaint before accepting the Final Exit. If the amount is small you may decide the difficulty of pursuing it from abroad is not worth the delay. Never sign a clearance saying you received the full amount when you did not — that document will be used against any future claim.

I left Saudi Arabia years ago without processing Final Exit properly. What should I do?

If you left on an exit re-entry visa and never returned your iqama may have been cancelled automatically after its expiry. Check your status on Muqeem.sa using your iqama number. If there are outstanding fines or Huroob reports they may affect any future Saudi visa application. Consult a Saudi immigration lawyer if you plan to return to work in Saudi Arabia — they can advise on clearing any outstanding issues from abroad.
